## Summary

Questions the neo-republican claim, associated with Quentin Skinner and Philip Pettit, that Romans understood liberty as freedom from arbitrary power. Drawing on Roman histories and orations, it argues that libertas meant something narrower and more physical: security from unpredictable, unjustified violence, won through the collective power of the civitas and enjoyed as a legal entitlement. This idea is closer to Judith Shklar’s liberalism of fear, and through her to genuinely neo-Roman writers such as Montaigne and Montesquieu.
